The trooper spotted a man trying to get out of a moving car along the interstate near Calvary Road.
Investigators later learned the victim knew the suspects and had met with them to exchange property when they allegedly tied him up and forced him into their vehicle.
Amanda Rodriguez, 31, and 41-year-old Marcus Rodriguez were arrested for aggravated kidnapping and booked into the Montgomery County Jail.
