Lieutenant Carl Gaines

Lieutenant Gaines serves as the divisional administrative lieutenant, working directly with Division Commander, Captain D. J. Schindler. Lieutenant Gaines's responsibilities include direct oversight of divisional dispatch operations, Standard Operating Procedure (SOP) updates, internal affairs complaints, Automated Vehicle Locating (AVL) System tracking request, hiring and training of civilian personnel, and call analysis reports and request. Additionally, Lieutenant Gaines oversees meetings with process owners associated with the International Organization of Standardization (ISO), which accredited ECD operations September 2011.
