It happened at Sapling Way near Gustine. Investigators say someone poured a flammable liquid on a vacant apartment and set it on fire.
Shondra Webber was walking nearby, saw the flames and rushed to get everyone out of nearby apartments, including families with small children.
"I just woke up the neighbors because there was a fire," she said "I did what I was supposed to do. I didn't live there. I was a passer-by. God just put me in the right place at the right time."
Four vacant apartments were heavily damaged. Fortunately, no one was hurt. Anyone with information on the arsonist is asked to call Crime Stoppers at 713-222-TIPS.
