The bill by freshman Sen. Donna Campbell, a Republican from New Braunfels, reduces the training requirement from at least 10 hours to at least four hours. The measure now goes to the House, where a similar bill is pending.
Training would still cover gun safety, gun storage and dispute resolution. Applicants would still have to pass firing range tests.
Campbell cast her bill as a defense of the Second Amendment.
The bill sailed through the Senate without debate. It had been placed on chamber's local and consent calendar where lawmakers place bills that have no opposition.
