Police say Stephanie Lavette Phillips was abducted by her mother's boyfriend, Byron Gee. He is reportedly in a stolen white 1999 Ford Expedition with Texas license plate DK3N645.
Gee is a 26-year-old black male who stands 5 foot 8 and was last seen wearing black pants, black shirt and no shoes. He is not the child's biological father.
Stephanie is a black child. She was wearing a white T-shirt and diaper only.
