Investigators say there are more than 100 victims, primarily in southwest Montgomery County.
Tamara Luthe, 24, and Joe Henning, 34, are charged with three felonies including credit card abuse, fraudulent possession of ID, and tampering with evidence. Investigators say they would steal mail from the mailboxes of elderly people, fill out credit card applications, then return to the same mailboxes to collect the new credit cards.
