Ronnie Royston, 37, faced a judge Tuesday morning on improper photography charges. Royston was arrested back in June after two girls noticed the camera in a fitting room.
Surveillance video from a Tomball Kohl's store shows Royston entering the store and positioning the camera. Investigators found photos and video of the girls on the cell phone.
