The Harris County Sheriff's Office said a Ford Expedition carrying seven people was traveling west on Highway 290 near Badtke Road around 1pm.
Witnesses told authorities the SUV's rear left tire lost its tread and the tire blew out.
A six-month-old girl was ejected and died at the scene. She was riding unrestrained in a passenger's lap, officials said.
Deputies said a woman in the front passenger seat was transported to the hospital by Life Flight where she was pronounced dead.
Five other occupants were injured and taken to North Cypress Medical Center. At last check, their conditions were unknown.
Police say the way everyone was seated inside the vehicle may have played a part in the tragedy. There was a wheelchair in the back that reportedly prevented the family from placing the child in a car seat.
