The district recently made a plan to close a $43 dollar budget shortfall. Grier says HISD needs to offer employees a raise to stay competitive with other school districts. The raises would cost about $20 million.
Teachers salaries would rise 1.75 percent to 2.5 percent. HISD employees did not receive raises last year.
