Off-duty officer accused of threatening ex-girlfriend

HOUSTON

On Sunday, investigators with the Harris County Pct. 4 Constables Domestic Violence unit responded to a family disturbance located in the 14600 block of Philippine reportedly involving an off-duty Houston Police Officer. Investigators say the couple had been dating for several years, and the relationship had recently ended.

The woman told authorities that Joe Fleming, who is employed as a Houston Police Officer, came to her apartment, forced his way in and held his service weapon to her head and threatened to kill her. Fleming allegedly assaulted the victim by slapping her in the face several times and pulled her hair.

The woman said she tried to contact the police using her cell phone, but Fleming allegedly took her cell phone and damaged it, preventing her from making an emergency phone call to 911. The victim said she managed to run away and used a neighbor's phone to contact the police.

Fleming, 39, was arrested at the scene for burglary of a habitation with intent to commit other felony, a second degree felony. He was placed into the Harris County Jail without incident. An emergency protection order was granted and the judge set a no bond.
