Police found the dead man on the Southwest Freeway southbound ramp to the West Loop southbound Monday afternoon. They still don't know whether he fell or jumped to his death, but a car was found on the ramp above with front end damage and a shattered windshield.
Police shut down both ramps for hours, and that forced a massive traffic tie-up on both 59 and the West Loop.
