"That's all private investment dollars that will stimulate contruction jobs and also provide 170-plus full-time and part-time jobs," Council member Ed Gonzalez said.
Some council members argue Kroger has not done enough to maintain other existing stores, such as one near the University of Houston.
"Is an embarassment, they do not have fresh food, the quality of the stuff there -- I won't shop there unless it's an emergency and it's the only store open," Houston Councilwoman Jolanda Jones said.
The city passed a 380 agreement which uses tax dollars to reimburse developers who make certain public improvements.
