Man accused of photographing up woman's skirt

HUMBLE, TX

Leonel Corral Ruiz, 29, is charged with improper photography/visual recording. Court documents state a woman was shopping at a Marshalls in Humble on July 17 when she noticed Ruiz closely following her and thought the man was trying to steal her purse.

According to court documents, another woman at Marshalls called her husband to tell him that a man was following her. The husband says he went to the store and saw Ruiz bending down with his cell phone and taking pictures or videotaping up a different woman's dress. The husband approached Ruiz, took the phone from him and called police. The husband said Ruiz left the store and fled in a vehicle.

Investigators say they found the cell phone belonged to a Jessica Corral. When they went to her residence, they say they were told the family had hired an attorney and would not talk about the phone. Investigators also showed surveillance photos of Ruiz to neighbors and they say they identified Ruiz as living at that residence.

Court documents state that the first woman, who thought Ruiz was trying to steal her purse, was contacted by authorities and informed about the videotaping. Investigators say she became upset and wanted to press charges against Ruiz.

Investigators say the woman picked Ruiz out of a photo lineup and also identified her dress in one of the videos on the phone.

Bond has been set at $2,000.

Ruiz has a prior conviction for DWI in 2008.
