HOUSTON The suspect, Raul Eulises Velasquez, 26, is charged with accident involving serious bodily injury or death. He also has a pending charge of failure to stop and render aid with serious bodily injury.

Rolando Cesar Olvera, 4, was pronounced dead at the scene.

According to police, a green Honda Accord was traveling southbound on the Southwest Freeway service road at a high rate of speed and dodging in and out of traffic. The driver then lost control of the vehicle and hit a pole. The driver, described at the time as a Hispanic male, 25 to 30 years old, immediately fled the scene on foot.

There were five passengers in the Honda. Four-year-old Rolando was pronounced dead at the scene. A three-year-old boy was transported to Texas Children's Hospital and a 28-year-old male was transported to Ben Taub General Hospital in critical condition. Two other adult passengers, a 23-year-old female and 21-year-old male, were transported to Memorial Hermann Hospital for treatment of injuries.

Further investigation identified Velasquez as the suspect in this case and on Thursday he turned himself in to the Harris County Sheriff's Department without incident.
