Report: Orange cloud could have been prevented

PASADENA, TX A Texas Commission on Environmental Quality report shows that /*Air Products*/ could have prevented the release of the nitric acid gas cloud with better maintenance. The state will send the case to its enforcement division to prepare and assess penalties.
