Brady says the remains were found in an area where large chunks of concrete are missing, rusted rebar is sticking out and moss makes the surface very slippery.
Investigators are trying to determine if the death, apparently involving a man, was foul play.
A coroner was summoned. Divers were expected to help remove the remains.
