Arrests up during Harris County 'no refusal' program

HOUSTON The Harris County District Attorney's Office says arrests were up 50 percent of the second weekend of the "no refusal" program. This past weekend, 189 people were charged. That's up from 123 arrests the weekend before.

The program will continue this weekend.
