Munoz was the getaway driver in the July 2008 drive-by shooting. Earlier this week, Bruno Avilas and Andrew Garcia were tried and convicted for the murder. Avilas was sentenced to 99 years, while Garcia was sentenced to 70 years.
Ortega died a few weeks after the shooting. She was Houston's first female Hispanic police officer.
