The end of 'robocalls?'

HOUSTON Starting September 1, the Federal Trade Commission will ban pre-recorded telemarketing calls. Violators will face penalties of up to $16,000 per call. Exceptions will be made if the telemarketer has written permission from a customer.

Recorded messages that deliver certain information will not be banned, such as messages from debt collectors, politicians, charities, banks, and phone companies.
