According to prosecutors and court documents, Blackard lied to federal agents about his 2005 to 2007 relationship with the woman when he was repeatedly asked whether he had frequent contact with any Chinese foreign nationals while working on a construction project at the embassy.
As part of having high-level security clearance to work on the project, Blackard had to report any frequent contact he had with Chinese citizens.
