Police say the boy was found outside Monday morning when the wind chill factor was about 38 below zero. He was taken to a Grand Forks hospital and found to be in good condition.
Police Capt. Kerwin Kjelstrom say the boy "couldn't have been outside more than four or five minutes" considering the weather.
He said the boy got outside on his own and couldn't get back in.
The 35-year-old mother was charged with felony reckless endangerment and child abuse and neglect. Her name was not immediately released.
Kjelstrom say alcohol might have been involved.
