Mayor White upset over FEMA's red tape

Of the 400,000 Harris County applications for FEMA assistance, only about 37,000 have been approved. Yesterday, Mayor White said the thick layer of bureaucracy is making it hard for people to recover.

FEMA officials say some of the delay can't be avoided because of federal rules they must follow.
