Houston police say Rhein on Monday night was in the back seat of a vehicle with another boy, whose mother was driving.
Police say the boys were apparently buckled in when Rhein wrapped part of the middle seat belt around his neck, joking about being strangled, then the strap tightened.
Rhein was pronounced dead at a hospital.
