The storm was expected to bring high winds and dump 10 to 20 inches of rain in coastal areas near the U.S.-Mexican border in South Texas.
But Harris County Judge Ed Emmett on Monday urged residents in the state's most populous county to be prepared just in case Dolly changes direction and heads toward the Houston area.
Emmett asked residents to keep their gas tanks full, stock up on supplies and make sure they have plans ready to either evacuate or ride out a storm.
