"The officers stopped Sofia Salva in February 2006 for having a fake temporary car tag. During the stop, Salva repeatedly asked for medical help, but the officers ignored her pleas. They arrested her and she later miscarried.
" Harkins says he is disappointed but not surprised by the decisions he received Friday. He says it's unclear whether the officers will appeal.
" A Kansas City police spokesman said he could not comment. Salva is suing the police department and the officers.
