McCain argues that free-market principles can drive the process. PHOENIX, AZ In remarks prepared for an appearance in Portland, Oregon, the likely Republican presidential nominee says an expansion of nuclear power must be considered to reduce carbon-fuel emissions. He also sets a goal for the country to reduce carbon emissions to 60 percent of 1990 levels by the year 2050.
