McCain sets global warming goal

PHOENIX, AZ In remarks prepared for an appearance in Portland, Oregon, the likely Republican presidential nominee says an expansion of nuclear power must be considered to reduce carbon-fuel emissions. He also sets a goal for the country to reduce carbon emissions to 60 percent of 1990 levels by the year 2050.

McCain argues that free-market principles can drive the process. He says while the profit motive drove 20th century business toward machines and industries that used oil and gas, that same motive makes a cap-and-trade program on carbon fuel emissions work. In it, industries would be given emissions targets. Those under the target could sell their surplus to companies producing too much pollution.
