Neighbors who live in the homes that surround the pond say it's full of rats and other hazards and it's keeping them from letting their children play in their own backyards.
"If anybody were to get over that fence there is no telling what could happen, whether they get bitten, whether they drown and you never see them again because there is no way you can see through that water," said concerned parent Jessica Albitz.
The owner of the pond drained it, only to see the water return. She says she's open to solutions and working with the city and neighbors.
