A passenger in the truck was taken to the hospital in critical condition.
The driver of the car originally fled on foot then returned to the scene. The driver, Miguel Gomez, was arrested when he tried to flee before officers arrived. Charges of failure to stop and render aid are pending against him.
The crash is under investigation.
