Fired city hall worker to propose plea

Eyewitness News has learned at least one of four city hall workers accused of taking some $200,000 in public funds will propose a plea in court Friday morning. Florence Watkins will ask the judge for no jail time, a finding of "no guilt," two years probation and an undetermined amount of restitution. However, another defendant, Theresa Orta, is planning to go trial. Her attorney says she is innocent and never should have been charged.

The four employees, fired in 2006, worked for Carol Alvarado, the former mayor pro tem, who was not charged.
