Deputies say in two separate incidents, Ralph Cruz-Fuentes, 26, and Anthony Kimble, 50, clogged the collection bin at the Central Toll Plaza on the beltway, then stole coins.
Kimble passed through the same lane 23 times in three days and is charged with theft.
Cruz-Fuentes has been charged with burglary.
