It happened in the 4900 block of Southwind Street in southeast Houston around 7:10 p.m. Sunday.
Police say the boy and his mother, who was in a motorized wheelchair, were going down the street, passing by a vacant lot, when the suspects drove up and started shooting.
"The area is beautiful and tragic at the same time," said Wesley LaFleur, a youth pastor at Greater New Testament Baptist Church.
The boy was shot at least once in his leg and remains hospitalized. Police said his injuries don't appear to be life-threatening.
Houston Police Executive Assistant Chief Troy Finner says his mother doesn't have a car and says she blamed herself for being at the wrong place at the wrong time.
"Sometimes, I'm left without words. It used to be that criminals, even criminals, had a code where it was hands off of children and innocent people," said Finner.
Police believe the intended target was standing in front of the lot at the same time the boy and his mother passed by.
It is not known if anyone else was hit. Police do not have any suspects in custody and there is no information on a suspect vehicle.
"Some of these cowards, and I'm going to say cowards, in our neighborhoods, they shoot and they have no regard for anybody and it's just sad."
