Police say the 59-year-old victim, who relatives identify as Sonia Joseph, was inside her second-floor unit at the Landing at Clear Lake apartments on El Dorado when Noah Dodson opened fire from the parking lot just before 2 p.m. Tuesday.
Several bullets entered the apartment through a window and struck Joseph, who died at the hospital.
Police say Dodson fled the scene on a bicycle and was captured six hours later about a mile away on Pensgate Street.
A homeowner told Eyewitness News he'd been hiding in her recycling bin.
On Tuesday, investigators said Dodson may have been involved in a prior dispute with one of the Joseph's teenage relatives.
According to court documents, a man and a juvenile were inside the apartment with Joseph at the time of the shooting.
Joseph's daughter told Eyewitness News that Joseph's two grandsons live with her.
It's not the first time tragedy has struck the Joseph family. In 2022, lightning struck the same apartment complex, causing their apartment to catch fire.
