According to Guerrero, the first investigation into the officer misusing the cameras was last year in March. The officer was suspended and later reinstated in August 2025.
Guerrero said the most recent investigation began earlier this year, which led to the officer's resignation last week.
"So there are laws that protect public trust. And then the second allegation was the stalking and following of a female police officer. And the stalking or following of any officer is a felony. So, there are two felonies at once," Guerrero said.
The officer has not been charged with a crime, but Guerrero said the internal investigations are ongoing.
Guerrero says he is supports protecting the public, solving crimes through license plate reading, and finding criminals, using Flock cameras, but not misusing the Flock system. "The misuse of the Flock system is a misuse of public resources by this, by one law enforcement individual," Guerrero said.
ABC13 reached out to the officer involved, and his attorney said they declined to comment at this time.
Eyewitness News has also reached out to the Pasadena Police Department but has not heard back.
On Tuesday, Pasadena Mayor Mayor Thomas Schoenbein responded with the following statement that read in part:
"The City of Pasadena is aware of the information being shared about an ongoing investigation involving a former employee of the Pasadena Police Department. While we can confirm that this investigation was started in May of 2026, we will not discuss the issue further in order to protect the integrity of the ongoing investigation and to comply with applicable laws. My office or the City has not authorized the release of any statements regarding ongoing investigations."
"We are committed to maintaining the integrity of our organization and the confidence our residents place in us. As such, the City of Pasadena stands with our dedicated police officers who work every day to uphold the highest standards and keep our community safe."
