ABC13 first reported on the thefts in 2023.
Ellie Soto, the store owners' daughter, said she fought with the suspect in the parking lot after he stole a pair of boots.
"When I stopped him, he put me in a chokehold," Soto said.
The incident was caught on camera. According to Soto, it was the second time that year the same man had stolen from the store.
She filed a report with the Houston Police Department, but ABC13 confirmed that no arrest was made.
Soto contacted ABC13 again recently, saying the same man had targeted her family's store two more times in the past several weeks.
Video from December shows a man running into the store, grabbing boots from a display table, and leaving.
On Jan. 16, a video captured a confrontation at the front door, with a man trying to steal several pairs of boots before being stopped by Soto as he tried to leave.
There are a few seconds of struggle at the door, but Soto says she got the man to drop the boots and leave.
"It's not the boots, it's the principle," Soto said. "The way we are being targeted and the way they think we are easy prey, I want to show them that we are not."
ABC13 contacted HPD regarding the most recent incidents, and the department says it is investigating.
The family says they have installed locks on the doors and are no longer displaying matching boot sets in an effort to deter the thief.
