In a statement, MCSO said deputies responded to a residence in Porter on Jan. 16 in reference to a sexual assault of a child investigation.
When they arrived, deputies secured the scene and began an extensive investigation with assistance from the MCSO Special Victims Unit and the Montgomery County District Attorney's Office, executing multiple search warrants, according to officials.
Authorities said SVU detectives discovered video depicting the sexual assault of a 2-year-old child. Officials identified the suspect as 40-year-old Victor L. Corey Paillet III, according to the statement.
ABC13 spoke to the victim's mother, who asked to conceal her identity to protect the child.
"She's just a baby, like why would you do this to a baby, like how can you do this to her, how can you do this to me?" the mother said.
The victim's mother said she found the videos on her boyfriend's phone and reported it.
"I just keep seeing that video over and over in my head. And just everything, and I literally haven't been able to sleep, I've just been crying so much lately," she said.
She added it's also still leaving a mark on her daughter right now as well.
"She's just been so clingy now, she has changed since that happened, she's just been crying so much lately and we both do need to seek therapy for sure we're going to try and get some help and I had to break the lease at the house, we can't go back to that house where the trauma happened," the victim's mother said.
According to MCSO, Paillet was arrested and charged with promotion of child pornography and aggravated sexual assault of a child, both of which are first-degree felonies.
Paillet was booked into the Montgomery County Jail, where he is currently being held with no bond, according to officials.
Investigators said they learned that Paillet has ties to the Houston area, as well as Louisiana. They added that Paillet may be known by the aliases "Kandy Red" and "Kandy Red Bread."
"I just hope everyone comes forward, so we can all get the justice that we deserve," the mother said.
Detectives said there may be additional victims, based on their investigation. Officials are asking anyone with information regarding Victor Paillet or any related sexual offenses to contact the Montgomery County Sheriff's Office at 936-538-3474 and reference case number 26A017864.
