On Thursday, 32-year-old Jaime Garcia was charged with murder in the shooting death of 42-year-old Francisco Navarro on May 26, the sheriff's office said.
Deputies said they were called to the 1300 block of Patch in east Harris County, where they found Navarro dead with a gunshot wound inside a vehicle.
Navarro's wife said Navarro and Garcia had been friends for over a decade.
At the time he was charged with the May murder, Garcia was already in jail for the shooting death of the repairman on July 2.
Investigators say 31-year-old Christopher Walsh had been called to a home on Crathie Drive in a gated Atascocita neighborhood to repair a leak.
Garcia, whose parents own the home, was set to meet Walsh that afternoon.
According to a search warrant, a neighbor's surveillance camera picked up two gunshots five minutes after Walsh entered the home. Garcia can be seen leaving in a black Cadillac a minute later.
When Walsh didn't pick up his two sons, his sister and boss tracked him down to the house on Crathie using his work van's GPS tracking.
His sister later flagged down deputies working nearby, who found Walsh dead in an upstairs bathroom.
Authorities said the motive for the murder is still unknown.
At the time, Garcia was out on bond in three pending criminal cases, including the non-fatal shooting of an acquaintance outside a southeast Houston tire shop in November.
Records show he has a criminal record dating back to 2012, when he was 19, and he was sentenced to five years in prison on a drug charge in 2016.
