The Houston Police Department said Williams now faces charges for evading arrest and aggravated assault against a public servant.
Viewers sent video to ABC13 that shows the truck smashing into Precinct 5 cruisers and through fences at a West Houston townhome and condo community.
Resident Nathan Knudson told Eyewitness News he was just getting home from work when he heard the destruction outside.
"I was just sitting on my sofa and all of a sudden I heard chaos outside my place and I didn't know where it was coming from," Knudson said.
Knudson said he heard gunshots, saw law enforcement with weapons drawn and he decided to stay inside. On Friday morning, he saw just how close the truck came to hitting his home and says he feels fortunate no bullets struck it either.
"Thank goodness there's a brick wall on my building that shielded it but if it had been a house with siding those bullets would be everywhere cause there were several dozen gunshots," Knudson said.
HPD said the incident started around 4 p.m. on Thursday when the box truck was flagged by toll road cameras for having a number of unpaid tolls. Williams was pulled over, and it was discovered that he had two felony warrants. Police said they tried to arrest him, but it turned into a chase.
HPD said once at the townhomes, Williams hit several police cruisers. Investigators said one deputy shot his weapon, but no one was injured.
At that point, police said Williams left the box truck, ran, and went into an unlocked townhome where he cut his wrists with a knife from the kitchen. He was taken to the hospital for medical and psychological care, according to investigators. Online records show he is not yet booked into jail, but do show he has a record of similar crimes.
In 2015, 2014, and 2013, he was charged with evading arrest on foot, in a vehicle, and driving a stolen vehicle in separate cases.
This community is now hoping to return to a state of peace and quiet.
"We're very fortunate no one got hurt," Knudson said.
On Thursday, ABC13 was told a person in the passenger seat of the box truck was extracted and taken to the hospital, but police did not have an update on that person on Friday. Three Precinct 5 deputies also went to the hospital with minor injuries, but are expected to be ok.
