Court records show Gerald Young is charged with felony cruelty to animals by means of torture.
The organization shared a video of Young being escorted by the Harris County Precinct 1 Constable's Office.
SPCA said there's video of Young punching and violently throwing a 9-month-old puppy.
They said they rescued the dog, now named Timmy, and are treating him for broken ribs.
Investigators said anyone can report animal abuse by calling the Houston SPCA at calling 713-869-SPCA (7722) or uploading photos and videos to HoustonSPCA.org.
