The victim, who did not want to be identified, says he relies on his wheelchair after losing both legs to an infection.
"How can you knock somebody down like that? Like me. I'm in a wheelchair. I just can't believe it," he said.
The incident happened early in the morning in late July outside a gas station near Tidwell and Fulton.
"Everybody knows. I've been coming here for years," the man said.
He told ABC13 that a man seen in the surveillance video pushed him to the ground before taking off with his wallet and phone in just a matter of minutes.
"I didn't know this guy was standing there. Next thing you know, I was on the ground," he said.
He says police arrived within minutes, but they weren't able to track down the suspect.
Although the victim did not suffer major injuries, he said he spent more than a day in the hospital and worried about his personal belongings.
"He took my wallet and all my identification, my phone, everything," he said.
While he has replaced all of those items, he has a message for the person who has caused him so much pain.
"Turn yourself in, man. You know you did wrong. If you're man enough to knock me down, why aren't you man enough to turn yourself in?," he said.
