According to the new policy, most minors must be accompanied by an adult to attend a game. But the new rules do not apply to everyone.
The policy states that HISD high school students and competing student-athletes only need to show a school ID and do not need adult supervision.
ABC13 reached out to the district to ask why those students are exempt but has not heard back.
Duncan Klussmann, a former school superintendent, believes the district is making the right decision.
"High school students are obviously more mature and are going to be engaged more with school life," Klussmann said. "They are expected to come, and they understand their code of conduct. If they go outside that code of conduct, they should be dealt with by the administration."
According to the district's website, non-HISD students must also show a school ID and be accompanied by an adult.
"I think that's definitely fair because sometimes issues at events are caused by outside students who have nothing to do with the school in question," Klussmann said.
ABC13 spoke with Mike Matranga, founder of M6 Global Defense, a security firm that specializes in school safety.
"This would be a policy our firm would recommend for them so they can focus on the actual safety of students rather than chasing down unattended kids," Matranga said.
While Klussmann understands the district's approach to improving safety, he says enforcing the policy could be a challenge.
"I will say it's hard to enforce, and what's going to be really interesting to see is their ability to actually enforce the policy, which is going to be critical," he said.
