And now, that list could be city policy.
Council members are scheduled to vote on the city's long-proposed apartment ordinance on Wednesday.
If it passes, this ordinance would be the first of its kind in the city.
And it matters because, according to Rice University's Kinder Institute, more than 50% of Houstonians rent their homes rather than own them.
The ordinance would require properties with three or more rental units to register with the city and be inspected for safety standards and for compliance with 311 complaints.
It would also create a registry of complexes that get 10 health or safety citations within a six-month period.
Those complexes could be fined $250 to $2,000 per day for each unresolved violation.
As ABC13 has previously reported, voting on this ordinance has been delayed several times since it was first introduced five years ago due to legal concerns and complaints from apartment building owners.
