Although the charges were filed months ago, records show she has not been arrested.
Court documents state the incident happened on Feb. 11, when administrators at Moore Elementary said they saw Shanika Hatcher strike her son multiple times.
District police were called, and once inside the school office, records say Hatcher became increasingly angry and said her daughter was also being bullied.
Records show Hatcher asked for a meeting with the principal about her daughter, and once told she was not available, began threatening people in the school office. Records show Hatcher was charged with injury to a child and making a terroristic threat.
According to the allegations, she was captured on video hitting her son at least 13 times. Records also show the mother allegedly had her son wear a dress to embarrass him.
Investigators allege Hatcher threatened to shoot up the school, once told that administrators were not available to meet with her.
ABC13 attempted to reach Hatcher at her listed address, but she did not answer.
Cy-Fair ISD said the charges were filed more than six months ago and its police department has tried multiple times to serve the warrant.
Child Protective Services confirmed it looked into the case but said it had no information on whether any action was taken.
School officials said it is unclear where the children are now, though they do not appear to be enrolled in Cy-Fair ISD.
Late Thursday afternoon, Cy-Fair ISD confirmed it has open warrants for Hatcher but has not been able to locate or arrest her.
