Officers responded to a report of a human skull sitting on the ground at 814 McIntosh Street at around 9 a.m. on Saturday.
Conie Guerrero said the skull was placed on a mattress outside her home that she was planning to throw away.
"When we got out the car, we got close to it, and sure enough it was a skull," Guerrero said. "This happened right here. It's just too close to home."
Upon arrival, officers discovered the skull sitting atop items that had been put out for trash, according to police.
An anthropologist with the Harris County Institute of Forensic Sciences responded to the scene and gathered what is believed to be human remains.
According to law enforcement, witnesses told police that a homeless woman had been walking with the skull and left it on top of the trash.
The identity, gender, and cause of death of the individual are pending verification by the Harris County Institute of Forensic Sciences.
Guerrero said she's also left wondering who the remains belonged to.
"I just feel bad for the person that is," Guerrero said.
