HPD stated that the incident occurred on East 4th Street, near Heights Boulevard, just before 7 p.m. on Friday.
Lieutenant Larry Crowson said officers from the Crime Suppression team stopped the suspect vehicle as part of a retail theft investigation.
"When they stopped that vehicle, six people jumped out and ran on foot. They got four of them in custody, two of them are at large," Lt. Crowson said.
Crowson said that when officers checked the car, they found a baby in a car seat. He stated that the child is safe, and the police are working with CPS to reunite the baby with a responsible adult.
Police say the suspects will likely face theft charges, but did not say if they might also be charged with child endangerment.
