Officials said the crash happened around 1:45 a.m. in the northbound lanes at Westpark. It was cleared just before 6 a.m.
According to HPD, the driver of an Acura lost their bumper on the freeway and pulled over onto the shoulder to grab it.
That's when a Ford Mustang crashed into the Acura, killing the Acura's passenger and sending the driver to the hospital, investigators said.
Police told ABC13 the Mustang's driver is a 20-year-old woman who showed signs of intoxication. She is currently in custody, but no formal charges have been filed, police said.
Officers said HPD is getting a warrant to draw her blood to obtain her level of intoxication.
