According to investigators, an adult relative discovered the videos on Billy Joe Palacio's phone, and immediately called the police.
A warrant was obtained for Palacio charging him with sexual assault of a child, a second-degree felony. Palacio is currently in custody at the Brazoria County jail on an $80,000 bond.
