"It's just happening again and again," a homeowner named David told Jeff Ehling, as he tried to get back to his house.
David said he could only watch helplessly as the floodwaters rise, separated from his home by a makeshift creek that was once a street.

The resident also told Ehling all of this is happening as neighboring homes are still under renovation from the May 2016 floods.
