Houston police said 41-year-old Ian Vrabel barricaded himself inside a home at 9302 Lugary Drive near Wanda Lane and Fondren. Before that, police say he shot his friend in the neck.
Officers were able to negotiate with Vrabel, and he surrendered peacefully. He's been charged with aggravated assault with a deadly weapon.
The victim, 32, was reportedly transported to the hospital in critical condition.
Police added that a female witness was also arrested at the scene but did not clarify how she was involved in the shooting.
