Police said that when they arrived, they found a red Chrysler 300 stopped against a barrier of an exit ramp. A 24-year-old man was sitting in the driver's seat unresponsive and with multiple gunshot wounds. He was pronounced dead at the scene.
"We did have two good Samaritans stop, tried to give the victim CPR. Unfortunately, that was unsuccessful," HPD Lt. Larry Crowson said.
The family identified the man shot as Devonte Lockett.
"This senseless violence is too much," Ellen Percy, Lockett's aunt, said.
According to witnesses, a white pickup truck fled the scene. At this point, police do not have any information on a suspect or a motive.
Percy says the family has suffered major losses already.

"His mom's gone. His father's gone," Percy said.
Oftentimes, Lockett was just trying to survive, she said.
In 2017, Lockett did prison time for unlawful possession of a gun and evading arrest. As of late, Percy said he's been focused on being a girl dad to his 2-year-old daughter, Loyalty.
Percy is asking anyone with information to come forward.
"Loyalty has no father. His sisters have no brothers. Speak up," Percy said.
Anyone with information on this shooting is urged to contact the HPD Homicide Division at 713-308-3600. You can also speak anonymously to Crime Stoppers at 713-222-TIPS.
