Back up quarterback Tom Savage got the starting quarterback job after Osweiler was benched during the Jacksonville Jaguars game on Dec. 18.
Osweiler came off the bench and threw a touchdown and ran one in for a touchdown in Sunday's loss against the Tennessee Titans after Savage went out for a concussion.
Savage left in the second quarter to be evaluated for a concussion and was cleared. He took a snap to kneel down on the final play of the first half, and O'Brien told team radio Savage would play in the second half. But Savage was diagnosed with a concussion after being re-evaluated at halftime.
On Sunday, Osweiler was 21-of-40 for 253 yards and a touchdown and did not throw an interception. Savage was 5-of-8 for 25 yards and a fumble before he was injured.
To play on Saturday, Savage would have had to clear the NFL's concussion protocol.
